I strongly suspect confirmation of a European tour will come before then. As I understand it, there are one or two "festivals" being planned with Springsteen as the headliner (not necessarily big festivals, more Springsteen-centric with a few other acts) and they may well have their own timescales that necessitate being announced before this month is out.
That being said, I would be far from certain that we get all of the tour announced in one go at that point. UK dates aren't set in stone at this point, and I understand Germany/Italy are similar. Other countries (Spain, France) appear to have more solid ideas of what the dates will be at this stage but looks like there's still work to do.
On a side-note, I also understand there's discussions with an Israeli promoter ongoing. This has happened on pretty much every Springsteen tour in the last decade so doesn't necessarily mean a deal will be done, but interesting nonetheless.
